Shakti Chattopadhyay was born on November 25, 1933, in Baharu, Twenty-Four Parganas. He lost his father in childhood and was raised partly by his maternal grandfather in Baharu and by his uncles in Bagbazar. His education included Baharu High School, Maharaja Kashimbazar School, Presidency College, and a brief period of study in Comparative Literature at Jadavpur University, which he did not complete.

Shakti entered the literary world in 1956 with his poem Yama published in the journal Kobita, edited by Buddhadeb Basu. He was associated with Krittibas magazine and later made a significant impact on the poetry world by publishing Kobita Saptahiki. He authored, translated, and edited over a hundred poetry and prose books, along with numerous uncollected works that appeared in various magazines.

He received several prestigious awards, including the Ananda Puraskar, Sahitya Akademi Award, Gangadhar Meher Award from Sambalpur University, and a posthumous Rabindra Puraskar. Professionally, he worked as a journalist with Anandabazar Patrika. While serving as a guest professor of creative literature at Visva-Bharati University, he passed away suddenly due to a heart attack in Santiniketan on March 23, 1995.
